Mozambique drone regulations (see drone regulations PDF below)Drone operations in Mozambique are regulated by the Civil Aviation Authority (IACM) under RPAS Directive DSO-09-2018. All drone flights, including recreational and tourist use, require prior written authorization from IACM. Operating without approval is illegal.There is no separate tourist category. Foreign operatorsmust obtain authorization before flying. Foreign professional pilots may operate if their Remote Pilot Licence from an ICAO member state is validated by IACM and supported by a radiotelephony certificate and medical certificate.Recreational operations are generally limited to visual line of sight (VLOS), daytime conditions and safe distances from people and property (typically ≥30 m). Flights over people, beyond visual line of sight (BVLOS), at night, or in controlled or restricted airspace require specific approval. Operations near airports, government or sensitive sites are restricted without authorization.Commercial and organisational use requires drone registration, operator approval, risk assessment and third-party liability insurance (minimum required coverage).The RPAS directive does not specify drone weight thresholds, altitude limits or import procedures; these are determined case-by-case through IACM authorization. In practice, operators should seek approval before importing or flying any drone in Mozambique.
