Paraguay has not published specific rules related to drone use. Instead, DINAC has published minimal instructions on a flyer that suggests drone use is allowed under certain conditions. The Flyer is linked above and translates roughly as follows:
PROCEDURE FOR OPERATIONS WITH DRONE.
To ensure the safety of air operations, the relevant procedure for obtaining Approval for Remotely Piloted Aircraft Operations (RPA) and Remotely Piloted Aircraft System (RPAS) is made known to the interested parties. , also known as DRON, established in the Regulation promulgated by DINAC Resolution No. 2170/2017, which approves the Regulation of Remotely Piloted Aircraft (RPA) and Remotely Piloted Aircraft Systems (RPAS) - DINAC R1103, of November 21, 2017.
When activities take place in the vicinity of airports or aerodromes, in the city, and where there are large concentrations of people, generally unrelated to drone operations, such as the photographic shots, filming, surveying of topographic data, etc., the approval issued by DINAC for the desired operation will be previously obtained, allowing this to carry out the publication of a NOTAM communicating the activity to the Aeronautical Community.
Send the request for Approval to the Directorate of Aeronautics to the email dac@dinac.gov.pv five (business) days in advance containing the following data:
Name and Surname of the Applicant
Name and surname of the DRONE Operator (Remote Pilot) (Attach copy) Simple Civil Identity Card)
Brand, Model, and Serial Number of the DRONE
Description of the activity (including the type of activity and maximum height)
The time period of the activity (start/end date)
The time slot of the activity (start/end time)
Place of the activity 8) Area of the activity (surface defined by WGS84 Geographic Coordinates, degrees, minutes, seconds)
Indicate the contact telephone number and email of the applicant.
